Job description:

Proclamation no. 298/2012 1 — In accordance with the Career Statutes for Teaching Staff in Higher Polytechnic Education (ECPDESP), sanctioned by Decree-Law no. 185/81, of 1st July, amended by Decree-Laws no. 69/88, of 3rd March and 207/2009, of 31st August, and by Law no. 7/2010, of 13th May, as well as by the Regulation of Recruitment and Hiring of Career Teaching Staff of the Polytechnic Institute of Leiria, published in the Official Gazette, 2nd Series, no. 127, of 2nd July of 2010, by Dispatch no. 10 990/2010, it is made public that, by dispatch of 16th November of 2011, of the President of the Polytechnic Institute of Leiria, upon the proposal of the Director of the School of Tourism and Maritime Technology of the Polytechnic Institute of Leiria, a competition based on qualifications to recruit a Coordinating Professor, in the form of a public service employment contract for an indefinite period, for the subject area of Business Sciences – Financial Accounting of the School of Tourism and Maritime Technology of the Polytechnic Institute of Leiria -1 vacancy, is open for a period of thirty working days from the date of publication of the present proclamation in the Official Gazette. 2 — Time period: the present competition is exclusively for the job vacancy as stated, terminating when the vacancy is filled. 3 — Functional Content of the category: 3.1 – It is the responsibility, namely, of the teachers of polytechnic higher education, pursuant to article no. 2-A of ECPDESP, to provide the teaching service that is assigned to them and to guide and supervise students; to conduct research activities of cultural creation or of experimental development; to participate in tasks of development, scientific and technological dissemination and appreciation of economic and social knowledge; and to participate in the management of the respective institutions of higher education. 3.2 – Pursuant to no.5 of article no.3 of ECPDESP, the Coordinating Professor is responsible for the pedagogic, scientific and technical coordination of the teaching and research activities within the scope of a subject or scientific area and, in particular, to: conduct and teach theoretical, theoretical-practical and practical classes; supervise internships and conduct seminars and laboratory or field work; supervise pedagogic, scientific and technical activities of the assistant professors in the respective subject or scientific area; participate with other coordinating professors of their scientific area in the coordination of programs, teaching methodologies and research guidelines related to the subjects of that area; and manage, develop and carry out scientific research and experimental development activities within the respective subject or scientific area. 4 – Remunerative position (article no. 35, no. 1 ECPDESP): “the remuneration regime applicable to career professors and to the teaching staff under a contract parallel to their career is found in its own specific diploma.” 5 – Admission requirements: 5.1 – Pursuant to article no. 8 of Law no. 12-A/2008, of 27th February, and with article no. 12-E of ECPDESP, only candidates who, until the application deadline, meet all of the following general requirements may apply: a) Be over the age of 18; b) Not be inhibited from carrying out public service nor be forbidden to carry out the functions for which they are applying; c) Have physical robustness and the psychological profile required to carry out the functions for which they are applying; d) Have a duly updated compulsory vaccination record in accordance with the law. 5.2 – Pursuant to article no. 19 of ECPDESP, those who hold a doctorate degree or the title of specialist, for more than 5 years, in the area or any other area related to the one for which the competition has been opened, may apply. Exceptionally, the professors who meet the conditions established in article no. 8 of Decree-Law no. 207/2009, of 31st August, in the republication as presented in Law no. 7/2010, of 13th May, may also be admitted. 6 – Formalization of the application: 6.1 – The application must be submitted in person by handing in the receipt or via registered mail with acknowledgement of receipt to the following postal address of the Polytechnic Institute of Leiria: Rua General Norton de Matos, apartado 4133, 2411-901 Leiria, until the deadline for submission of the applications referred to in no. 1 of this proclamation. 6.2 – The application must be submitted with a written request for admission to the competition, addressed to the President of the Polytechnic Institute of Leiria, which should include: full name, date of birth, gender, nationality, identification and tax number, postal and electronic address (if applicable), telephone number, academic degrees, professional category and position currently held (if applicable), indication of the competition they are applying for, proclamation number, stating the Official Gazette where it was published, as well as the list of documents which accompany the application. 6.3 – The candidate must provide the following documents, duly numbered and identified, with the application: a) Photocopy of the identification card/citizen card (foreign civil identification document (EU)/passport); b) Photocopy of the tax Identification number (if the candidate does not have a citizen card); c) Photocopy of the certificate of academic and professional qualifications or of any other relevant document which is legally recognized for the purpose; d) Documents proving that the candidate complies with the conditions foreseen in no. 5.1 of the present proclamation, unless the candidate declares, in the respective application, in separate paragraphs and under solemn affirmation, the situation in which they find themselves regarding each one; e) Documents which prove that the candidate finds themselves in the legal conditions which are referred to in no. 5.2 of this proclamation; f) 6 copies of their curriculum vitae, duly dated and signed; g) 6 copies of the documents which corroborate the facts indicated in their curriculum vitae. 6.4 – One copy of the documents referred to in paragraphs f) and g) shall necessarily be submitted in paper format, and the remaining shall be submitted in non-editable format (pdf) on a duly identified digital device (CD/DVD/PEN). 6.5 – The presentation of the documents referred to in paragraph g) is not necessary for candidates who carry out functions at the School of Tourism and Maritime Technology of the Polytechnic Institute of Leiria, provided that they expressly state, in their application, that these can be found in their individual file. 6.6 – The documents must be presented in Portuguese or English (or exceptionally in another foreign language, by deliberation of the jury, who, in this case, may demand their translation). 6.7 – The non-submission of the documents which are demanded in this proclamation or their submission out of the time period stipulated in no. 1 of the present proclamation implies the exclusion of the application. 6.8 – The non-submission of the documents related to the curriculum vitae presented by the candidate implies the non-validation of the facts which they should corroborate, unless the jury chooses to use the power foreseen in article no. 27 of Dispatch no. 10 990/2010. 6.9 – The submission of false documents implies immediate exclusion from the competition as well as the presentation of a report to the competent body for criminal procedures. 6.10 – The documents submitted by the candidates shall be returned to them upon request, once a year has passed following the termination of the present competition, unless the present competition has been subject to judicial appeal, in which case the requested documents may only be returned after the court has reached a decision. 7 – Selection and ranking criteria and assessment and final classification system (set in accordance with articles no. 11, no. 2, paragraph a) and no. 18, no. 1, paragraphs l) and m) and nos. 2 and 3 of Dispatch no. 10 990/2010): 7.1 – Technical-scientific and professional performance of the candidates (TSPP) for which the following should be considered: a) Prizes and/or distinctions granted by peers (PD); b) Research and development projects (RD); c) Technical and technical-scientific production, publications, communications and conferences (TSP); d) Supervision of monographs, dissertations and theses (SMDT); e) Participation in juries of monographs, dissertations and theses (JMDT); f) Participation in juries of academic and professional examinations (JAPE); g) Professional experience in the subject area of the competition (PE). 7.1.1 – The classification attributed to this criteria represents 30% of the final classification for a maximum of 100 points and results from the application of the following formula: TSPP = (PD+RD+TSP+SMDT+JMDT+JAPE+PE) The parameters are evaluated as follows: PD: achievement of prizes, distinctions and nominations that lead to the recognition of the academic and/or professional community is valued, with a maximum of 5 points, as follows: a) For each international prize and/or distinction – 3 points; b) For each national prize and/or distinction – 2 points; c) For each participation as a member of the Scientific or editorial board in a technical or technical-scientific journal with dissemination among peers – 1 point RD: the active coordination or participation (percentage of allocation higher than 20%) in research and development projects in the subject area, for the academic and/or business community is valued, with a maximum of 5 points, as follows: a) For each coordination of a research and development project funded by national or international competition – 2 points; b) For each active participation in a research and development project funded by national or international competition – 1 point; c) For each coordination of a research and development project not funded but considered relevant – 1 point; d) For each active participation in a research and development project not funded but considered relevant – 0, 5 point. An academic project that is considered of interest by the technical-scientific management body of its organic unit or a business project considered of interest by the jury, are considered relevant. TSP: technical and scientific production and its dissemination among the academic and professional community is valued, with a maximum of 20 points, as follows: a) For each technical and/or scientific paper published in an international scientific journal whose revision is included in the Science Citation Index – 5 points; b) For each book published with professional relevance in the subject area – 5 points; c) For each technical and/or scientific paper published in a scientific journal whose revision, national or international, is not included in the Science Citation Index – 3 points; d) For each co-authoring book published, with professional relevance in the subject area – 3 points; e) For each technical and/or scientific paper presented at an international conference or technical-scientific meeting and published in the respective minutes – 3 points; f) For each technical and/or scientific paper presented at a national conference or technical-scientific meeting and published in the respective minutes – 2 points; g) For each technical and/or scientific paper published in a technical or technical-scientific journal with dissemination among peers – 2 points; h) For each communication presented at an international conference, technical-scientific meeting or seminar – 2 points; i) For each communication presented at a national conference, technical-scientific meeting or seminar – 1 point; j) For each judgement given as a referee / paper reviewer in a technical or technical-scientific journal, conference, technical-scientific meeting or international seminar – 1 point. SMDT: the supervision and co-supervision of monographs, dissertations or theses which lead to the granting of an academic degree is valued, with a maximum of 15 points, as follows: a) For each supervision or co-supervision of a thesis which leads to the granting of a doctorate degree: completed – 4 points; in progress – 3 points; b) For each supervision or co-supervision of a dissertation which leads to the granting of a master’s degree (pre-Bologna): completed – 2 points; in progress – 1 point; c) For each supervision or co-supervision of a dissertation which leads to the granting of a master’s degree (post-Bologna): completed – 1 point; in progress – 0,5 point; d) For each supervision or co-supervision of a monograph which leads to the granting of an undergraduate degree and which has already been completed – 0,5 point; JMDT: the participation and role carried out in juries for the assessment of monographs, dissertations or theses which lead to the granting of an academic degree is valued, with the maximum of 15 points, as follows: a) For each defence of theses which leads to the granting of a doctorate degree: external – 5 points; or internal – 2 points; b) For each defence of dissertations which leads to the granting of a master’s degree (pre-Bologna): external – 2 points; or internal – 1 point; c) For each defence of dissertations which leads to the granting of a master’s degree (post-Bologna): external – 1 point; or internal – 0,5 point; d) For each participation in juries of monographs which leads to the granting of an undergraduate degree (pre-Bologna) – 0,5 point. JAPE: the participation and role carried out in juries of academic and professional examinations is valued, with the maximum of 15 points, as follows: a) For each participation in juries of public examinations for the recruitment of an assistant professor or for a corresponding category in the university higher education – 5 points; b) For each participation in juries of public examinations for the attribution of a specialist title according to ECPDESP – 3 points; c) For each participation in juries of a professional competition for executive positions – 2 points; d) For each participation in juries of a competition based on qualifications for the recruitment of an assistant professor or for a corresponding category in University Higher Education – 1 point; e) For each participation in juries of a professional competition for non executive positions – 0,5 point; PE: professional experience in the subject area of the competition is valued, with a maximum of 25 points, as follows: For each year of professional experience in leadership or executive positions, in the subject area of the competition – 2,5 points. 7.2 – Candidates’ pedagogic ability (PA), regarding which the following should be considered: a) The elaboration of subject and curricular unit programs in the subject area (SCUP); b) The teaching of subjects and curricular units in the subject area (TSCU); c) Elaboration of pedagogic documents to support the teaching of subjects and curricular units in the subject area (SPD); d) Supervision of internships and activities of the same nature in the subject area (SI); e) Participation in other activities of a pedagogic nature (OPA). 7.2.1 – The classification attributed to this criteria represents 40% of the final classification for a maximum of 100 points and results from the application of the following formula: PA = (SCUP+TSCU+SPD+SI+OAP) The parameters are evaluated as follows: SCUP: in the elaboration of the subject and curricular unit programs in the curricular area, the subject area is valued, with the maximum of 20 points, as follows: For each subject or curricular unit program, elaborated by the candidate – 4 points. TSCU: The mastery of the subject areas and the responsibility to teach the curricular units or subjects in Higher Education is valued, with a maximum of 50 points, as follows: a) For each subject or curricular unit, coordinated and taught by the candidate – 6 points; b) For each subject or curricular unit in which the candidate collaborated with the main professor to teach it – 2 points; SPD: the elaboration of pedagogic documents (sebenta) is valued, with the maximum of 10 points, as follows: a) For each subject or curricular unit in which the candidate elaborated support material for the theoretical or theoretical-practical classes – 2 points; b) For each subject or curricular unit in which the candidate elaborated support and/or aid material for the theoretical or theoretical-practical classes – 1 point; c) For each subject or curricular unit in which the candidate gathered notes from several origins as support material for classes – 0,5 point. SI: the coordination, guidance and supervision of curricular internships is valued, with a maximum of 10 points, as follows: a) For each internship coordination – 0,5 point ; b) For each internship guidance and/or supervision – 0,25 point. OPA: participation in bodies of pedagogic nature is valued, with a maximum of 10 points, as follows: a) For each year of participation in bodies of pedagogic nature – 1 point. b) For each vocational training session given in the subject area – 1 point. 7.3 – Other activities relevant to the higher education institution’s mission which have been developed by the candidate (RA), which should be considered: a) Carrying out executive positions (EP); b) Carrying out mandates in other Institution bodies (IB); c) Carrying out mandates in the institution’s functional units or bodies or supporting structures (SFB); d) The participation in projects and/or activities considered to be strategic for the institution (SP). 7.3.1 – The classification attributed to this criteria represents 30% of the final classification for a maximum of 100 points and results from the application of the following formula: RA = (EP+IB+SFB+SP) The parameters are evaluated as follows: EP: carrying out executive functions in executive positions of public higher education institutions or their organic units is valued, with the maximum of 40 points, as follows: For each year in which executive functions have been carried out in executive positions in public higher education institutions or their organic units – 10 points. IB: carrying out mandates in other bodies of the institution, with the maximum of 40 points, as follows: a) For each year of a mandate carried out as the President in other bodies of the institution or its organic units – 5 points; b) For each year of mandate carried out as a member in other bodies of the institution or its organic units – 2,5 points. SFB: carrying out mandates or functions while being responsible for the coordination of courses, from departments or other support structures for the institution’s activities is valued, with the maximum of 10 points, as follows: For each year of function carried out – 2 points. SP: The involvement in projects and/ or activities, including the ones related to the exercise of the profession, in a curricular area considered to be strategic for the institution is valued, with the maximum of 10 points, as follows: For each project and/or activity – 2 points. 7.4 – In the substantiated assessment, the jury should also take into account the provisions of article no. 26 of Dispatch no. 10 990/2010, if the candidates meet the conditions referred to therein. 7.5 – On a scale of 0 to 100 points, the final classification (FC) shall be obtained by applying the following formula: FC = (0,30TSPP+0,40PA+0,30RA). All the results will be presented with one decimal place. 8 – Public Hearing: in light of the applications, the jury may decide to conduct public hearings pursuant to article no. 28 of Dispatch no. 10 990/2010. 9 — Members of the jury (appointed pursuant to article no. 9 and 10 in Dispatch no. 10 990/2010): President: João Paulo dos Santos Marques, Vice-president of the Polytechnic Institute of Leiria. Permanent members: João Baptista da Costa Carvalho, Associate Professor with Aggregation at the University of Minho. José Manuel de Matos Carvalho, Coordinating Professor at the Polytechnic Institute of Coimbra. Natália Maria Prudêncio Rafael Canadas, Coordinating Professor at the Polytechnic Institute of Leiria. Rui Manuel Pais de Almeida, Coordinating Professor at the Polytechnic Institute of Lisboa. Sebastião Leite Teixeira, Associate Professor at the Instituto Superior da Maia. Alternate members: Fernanda Cristina Pedrosa Alberto, Coordinating Professor at the Polytechnic Institute of Coimbra.
